Formed in 1984, Ken Spiker And Associates, Inc. (KSA) is dedicated to facilitating the efforts of private enterprises and government agencies.  As one of Southern California's senior government consulting firms, KSA offers to its clients a multi-faceted strategy to create opportunities and solve problems.  KSA's targeted consulting services help corporations, organizations and individuals to negotiate the public process and build support for their objectives through timely and effective advocacy.  KSA analyzes situations in light of pending legislation, prevailing public policy and decision makers' attitudes to formulate an effective strategy for merging its clients goals with the objectives of public officials.  Based in Los Angeles, the firm has represented and continues to represent numerous clients with issues before the Los Angeles County Board of Supervisors, the Los Angeles City Council and various other public agencies and Cities throughout Southern California.
The firm of Ken Spiker And Associates, Inc., (KSA) was founded by Kenneth G. Spiker. Prior to founding KSA, Mr. Spiker worked for the City of Los Angeles for more than 28 years. For nearly 13 of those years he served as the Chief Legislative Analyst (CLA). Two of his many accomplishments during his tenure as CLA were his involvement in bringing the Olympic Games to Los Angeles in 1984 and the establishment of the City’s full time lobbying effort in Sacramento and Washington D.C. Mr. Spiker retired from KSA in 1995 but continues to serve the community as a Commissioner on the Los Angeles City Employee Retirement System Board of Administration where he was first elected in 1995.
Gregory J. Spiker, KSA President, is responsible for providing management and government consulting services to public and private sector clients.  Mr. Spiker currently represents the Independent Cities Association (ICA – 54 cities) and has served ICA for over 15 years as both a management consultant and General Manager.  He served as a management consultant and General Manager to the Independent Cities Risk Management Authority (ICRMA – 31 cities) from 1990 – 2002. Since 1991 he has served  as  management consultant and General Manager to the Big Independent Cities Excess Pool (BICEP – 5 large cities) and as a consultant to the Alameda Corridor-East Construction Authority (ACE) from 2001 to the present.  Mr. Spiker also represents the interests of various private sector clients, including the Retired Los Angeles City Employees, Inc., and the Parking Association of California.  He recently formed a company for the purpose of providing professional insurance services to KSA’s transportation clients. 

Michael P. Karsch brings to KSA extensive experience as a Legislative Analyst with the City Council of Los Angeles for thirty one years.  He coordinated the City’s state legislative program and lobbying efforts in Sacramento, California.  He supervised staff supporting the Council’s Transportation Committee, Rules and Elections Committee, Arts, Parks Health and Aging Committee, Planning and Land Use Management Committee, and the Education and Neighborhoods Committee.  He was also integrally involved on behalf of the City with advocacy groups such as the League of California Cities, the Independent Cities Association, the Southern California Association of Governments, the Westside Cities Council of Governments, and the South Bay Cities Council of Governments.  Prior to his service with the City, he was the first legislative analyst for Security Pacific Bank.  Earlier still, he served over four years in the Air Force officer corps as a Special Agent in the Office of Special Investigations, where he prepared background analysis on counter-intelligence operations and was qualified as an Air Force linguist in Spanish, French and German.
