The firm of Ken Spiker And Associates, Inc., (KSA) was founded by Kenneth G. Spiker. Prior to founding KSA, Mr. Spiker worked for the City of Los Angeles for more than 28 years. For nearly 13 of those years he served as the Chief Legislative Analyst (CLA). Two of his many accomplishments during his tenure as CLA were his involvement in bringing the Olympic Games to Los Angeles in 1984 and the establishment of the City’s full time lobbying effort in Sacramento and Washington D.C. Mr. Spiker retired from KSA in 1995 but continues to serve the community as a Commissioner on the Los Angeles City Employee Retirement System Board of Administration where he was first elected in 1995. Kenneth G. Spiker Jr., Chief Executive Officer for KSA,  has 20 years of public and private sector government consulting experience at all levels of government and is recognized as one of the most successful government affairs advocates in Southern California.  His efforts focus on the procurement of government goods and services for industries including construction, transportation, telecommunications, advertising and technology before a variety of agencies throughout Southern California.  Ken’s career has provided invaluable strategic counsel to clients with a wide variety of interests. Gregory J. Spiker, KSA President, is responsible for providing management and government consulting services to public and private sector clients.  Mr. Spiker currently represents the Independent Cities Association (ICA – 54 cities) and has served ICA for over 15 years as both a management consultant and General Manager.  He served as a management consultant and General Manager to the Independent Cities Risk Management Authority (ICRMA – 31 cities) from 1990 – 2002. Since 1991 he has served  as  management consultant and General Manager to the Big Independent Cities Excess Pool (BICEP – 5 large cities) and as a consultant to the Alameda Corridor-East Construction Authority (ACE) from 2001 to the present.  Mr. Spiker also represents the interests of various private sector clients, including the Retired Los Angeles City Employees, Inc., and the Parking Association of California.  He recently formed a separate division for the purpose of providing professional insurance services to KSA’s transportation clients.  Sandee Spiker, Vice President, manages the day to day business affairs of KSA. She is responsible for company finances, billing, client and vendor relations, human resource issues and assists in facilitating company fund raising events.  Ms. Spiker prepares and files required legislative advocate reports with the City of Los Angeles Ethics Commission, The County of Los Angeles and the Secretary of State.  She provides complete staff services to the Official Police Garage Association of Los Angeles, the Los Angeles Parking Association an the Retired Los Angeles City Employee's Association; as well as administrative support to partners Ken and Greg and the entire KSA office staff.
